Or maybe he doesnt care or maybe he thinks that since he is awake, everyone should be awake. All I know is that I get very frustrated about stuff like that too. The only thing you can do is talk to your neighbor about it. But when I lived in Boston, people would do that ALL THE TIME. Pissed me off.
